Bismarck Tribune 2/3/1928:  "The principal reason advanced for the
large decrease [in passenger car registrations so far] this year is
that under the old law North Dakota automobile dealers registered
new cars as soon as they received them from the factory, and the
license plates were transferred to the buyers with the cars, while
under the new law the dealers do not register new cars immediately
but use dealers' license plates on them until they are sold.  The
buyers then apply to the registrar for license plates."
